Pigeon Point Neighborhood Council Meeting
February 11,2002
7pm 8:45pm
Meeting called to order @ 7:15pm by Pete Spalding.
Note: Start of meeting delayed due to low attendance.
Final attendance # 20 excluding Pete, Robert, Jane and Sharon.
1. Old Cooper School Update
Pete quickly provided an overview of the latest activities including recent open house.
Sales agreement anticipated to be signed within a month. Three anchor groups have been identified and have committed to occupying space on the main floor of Old Cooper School. Workshops are scheduled for the 21st and 23rd of February and are open to the public. Revitalizing Old Cooper School is part of the Delridge Neighborhood Plan.
Grand opening is anticipated within 3years for the first two floors.
2. Path of 21st Ave
Robert indicated project managers have told him that a street edging of some type can be installed adjacent to the new path on 21st. Robert requested the 21st Committee meet and review/propose their preferred option. Project costs are well below allocations and installing a curb may be possible. Trees will not be permitted in green space between street and path. Shrubs or possibly rocks would be OK. Several neighbors liked the idea of rocks, as they are maintenance free and would prevent people from driving over grass. 21st Committee will be meeting in the next couple of weeks.
3. Delridge and Andover Zoning Hearing
Several hearings have resulted in significant modifications to the proposed building for the corner of Delridge and Andover. The bus stop will be moved to the east side of the sidewalk and will be lit. Last requested modifications involved providing some landscaping to cover a large cement wall on the Andover side of the building. Pete believes the drawings will be approved and construction is projected to begin within 2-3 months from today. A brief discussion about a free left hand turn off of Delridge with an explanation as to why it has not been approved in the past. A suggestion was made to consider proposing changing the timing of lights to assist frustrated, and non-daring drivers.

Suggested articles for the Newsletter
Jane opened a brief discussion about new ideas for the newsletter, which Pete and Kerry have taken on. Gardening tips, fire station tours, information of interest to neighborhood... Pete is willing to write if ideas are submitted to him.
5.
22nd Ave Park Update
Sharon shared the city had indicated the neighborhood would need liability insurance while building the park. The Department of Neighborhoods will provide the insurance coverage for us. Tentative work party date anticipated in April.

We welcomed one new homeowner into the neighborhood, Dustin on 21st.

Dog walking and transients.
Robert shared some observations of extreme abuse of the Cooper School fields by individuals not picking up after fifteen dogs enjoyed romping in our area. Animal Control is now patrolling our area. Neighbors seemed pleased about this.
Several transients have been removed from the woods surrounding Pigeon Point.
Transients continue to be seen @ Genesse and 19th.
Transients asking for work and money have approached several neighbors.

21st Ave Committee
Neighbors can anticipate hearing from the chairperson of the committee in the next
few weeks.

Junk cars in neighborhood
Pete reminded and encouraged neighbors to take action if they had concerns in this area. The city has an excellent resource listing of helpful phone numbers, including a contact number for abandoned cars.
10.
Neighbors helping Neighbors Project
Robert reported there were no January projects and only four households had
expressed interest. Robert briefly discussed Rebuilding Together. This organization
obtains business sponsorships and volunteers to complete significant home
improvements for low-income families and homeowners. A neighbor on 21st has
been accepted to receive these services on the last Saturday in April. Mark your
calendars. Neighbors were encouraged to participate.
11.
Sidewalks and Libraries
The maintenance of a sidewalk is the responsibility of the adjacent property owner.
There are many city resources available.
The new library on Delridge is ahead of schedule. There will be a structure
completion "opening" anticipated for April. A second Grand Opening will occur later in June when the interior of the facility has been furnished and made ready for operation. Vivian's Place (named after Vivian McLean) will be the name for this facility. A Friends of the Library Committee has been formed to support the new library. Neighbors are encouraged to join.
Open Discussion/ Odds and Ends
Radio Tower: No new news. Eventually we think there will be a public hearing but
no date has been set.
Andover and 21st: Currently this corner is an electrical sub-station for City Light. It is anticipated the city will be removing the station. How the site is utilized afterwards is open for further discussion.
Neighborhood Plan: Pete shared he would be meeting with Seattle's new Mayor in March. Many portions of the Delridge Community Plan are "in progress". Seattle
also has a newly appointed director for the Department of Neighborhoods. Any
suggestions, community issues or concerns should be forwarded to Pete.
Use of the Pigeon Point group E Mail: Several neighbors thought it would be
beneficial if the e-mail was used with greater frequency. Several examples were
mentioned.
Spring Clean: The issue of having another Spring Clean activity was discussed.
Although several improvements were made last year, several concerns were shared.
A consensus was reached that a one-day dumpster clean-up day would be helpful.
Prior to the dumpster arriving, a swap of items neighbors are no longer interested in
owning could occur. This was popular last year and quite successful. Anything not
claimed would be added to the dumpster.

A "did you know" section with short statements of information such as The West Seattle Herald costs only $26 for a year subscription; 911 calls are OK for non- emergent concerns such as car prowlers, transients. Our fire station gives free tours. New building/ business development at Delridge and Andover.
